Project title: “Revitalization for tourism and cultural functions of degraded and inaccessible parts of the Historical Monument – Srebrna Góra Fortress, along with the necessary technical infrastructure“, within the framework of the Regional Operational Program of the Lower Silesian Voivodeship 2014-2020, co-financed by the European Union, European Regional Development Fund ,Priority Axis 4 Environment and Resources, Action 4.3 Cultural heritage, Subaction 4.3.1 Cultural heritage – horizontal competition.

Project funding agreement no. RPDS.04.03.01-02-0001/19-00, dated January 29, 2021, concluded between the Lower Silesian Voivodeship represented by the Board of the Lower Silesian Voivodeship, and the Beneficiary Twierdza Srebrna Góra sp. z o.o. represented by the President of the Board.
The subject of the project is the revalorization for tourism and cultural functions of degraded and inaccessible parts of the Monument of History – Srebrna Góra Fortress, along with the necessary technical infrastructure. The Srebrna Góra Fortress is a complex of historic fortification works, the largest mountain fortress in Europe, erected between 1765 and 1777, entered in the Register of Monuments under No. A-861, by decision of April 13, 1961, and obtained the status of a Monument of History by decree of the President of the Republic of Poland on April 14, 2004.
The project was divided into tasks:
Restoration of degraded and inaccessible parts of the Silver Mountain Fortress
Promotional activities
The aim of the project is to preserve and make available a unique monument of military architecture – the Silver Mountain Fortress. The project will contribute to the preservation of the heritage site for future generations and create space for new forms of cultural activities. The applicant and operator is Twierdza Srebrna Góra Sp. z o.o., headquartered at 4 Kręta St.,57-215 Srebrna Góra.
The project is addressed to a wide audience: children, youth, adults and the elderly. The main recipients of the project will be residents of Lower Silesia, for whom the cultural program is dedicated. The project is also addressed to tourists from outside Lower Silesia, who will perceive the monument as attractive in terms of cultural tourism, thanks to the attractive cultural offer.

The Ordering Party entrusts, and the Contractor accepts, the execution of the order consisting in the execution of the service of preparing a grant application for the Srebrna Góra Stronghold with the Feasibility Study within the framework of the Regional Operational Program of the Lower Silesian Voivodeship 2014-2020 in the investment priority 4.3 Cultural Heritage within the framework of the call for non-competition projects for the project “Revitalization for tourism and cultural functions, degraded and inaccessible parts of the Monument of History – Srebrna Góra Stronghold together with the necessary technical infrastructure”.
Value of the task: PLN 16,000.00 net , PLN 19,680.00 gross, including the value of developing the feasibility study is PLN 14,500.00 net/17,835.00 gross, and the value of developing the application is PLN 1500.00 net/ PLN 1845.00 gross. The amount of funding: PLN 11,600.00
Completion date: from October 4, 2019- to January 28, 2021. signing of the contract for implementation between Twierdza Srebrna Góra sp . z o.o. and the Lower Silesian Voivodeship with headquarters in Wroclaw.
Preparation of multi-discipline technical documentation
Part I

The Ordering Party entrusts, and the Contractor undertakes to prepare technical documentation for the task entitled: “Revitalization for tourism and cultural functions, degraded and inaccessible parts of the Monument of History – Silver Mountain Fortress, along with the necessary technical infrastructure”.
- Detailed design of construction and conservation works, together with a detailed design of the interior arrangement in order to maintain a high standard of revaluation works for the works for which the Employer has a building permit and has a construction design for a broader investment project entitled “Revitalization for tourism and cultural functions”. REVITALIZATION OF DEGRADED AND INACCESSIBLE PARTS OF THE HISTORICAL MONUMENT – SILVER MOUNTAIN FORTRESS, ALONG WITH THE NECESSARY TECHNICAL INFRASTRUCTURE, FOR THE NEEDS OF TOURISM AND EDUCATIONAL AND CULTURAL FUNCTIONS.
- Construction project and detailed design for the scope that does not yet have a construction project, together with obtaining a building permit, as well as a substantive study for the museum exhibition with a graphic part of boards, charts and educational materials;
Value of the task: gross 211 560,00 PLN, including the amount: the net amount is: PLN 172,000.00 (in words: one hundred and seventy-two thousand zlotys). The amount of funding: PLN 144,084.40

The Ordering Party entrusts and the Contractor undertakes to perform the task entitled:
Preparation of a construction and executive design together with obtaining the necessary permits for the construction of a water supply connection for domestic and fire protection purposes. for the Srebrna Góra Fortress along with accompanying infrastructure to plot no. 479, Srebrna Góra district.
Value of the task: gross PLN 81,180.00, including: net amount: PLN 66,000.00. Amount of funding: PLN 55,288.20
Completion date from February 11, 2022 to October 11, 2022.
Project management

The Ordering Party entrusts, and the Contractor accepts, the responsibility for the management of the project entitled. : “Revitalization for tourism and cultural functions of degraded and inaccessible parts of the Monument of History – Srebrna Góra Fortress, together with the necessary technical infrastructure”, hereinafter referred to as the Project, for which the Ordering Party has submitted an application for project funding under the Regional Operational Program for the Lower Silesian Voivodeship for 2014-2020 co-financed by the European Union, European Regional Development Fund, under Priority Axis 4 – Environment and Resources, Activity 4.3 – Cultural Heritage.
The Contractor shall be responsible for:
- coordinating the Project, supervising its implementation in accordance with the Project funding agreement, the application form and EU and national regulations for the Regional Operational Program for the Lower Silesian Voivodeship 2014-2020, and in particular:
providing comprehensive financial advisory services in the area of accounting for external funding, preparing payment applications in the SL 2014 system with the necessary attachments and amendments reported by the Managing Authority, ongoing contact and representation of the Contracting Authority to the Managing Authority, changes to schedules, taking all remedial actions
and corrective actions in case of occurrence of problems in project implementation in consultation with the Managing Authority, keeping track of documents, guidelines that may change during project implementation in order to ensure that the project complies with the guidelines, as well as with Polish and EU law, maintaining constant contact with the Ordering Party and informing on an ongoing basis of all problems arising in the implementation of the project, maintaining constant contact with the Managing Authority, preparing correspondence with the Managing Authority on matters relating to the implementation of the project, developing and submitting amendments to the project, preparing final settlement and closing the project.
- Preparation of tender documentation necessary for the announcement and conduct of public procurement proceedings, based on the description of the subject of the contract of the Employer, preparation of estimates of the value of purchases and services, preparation of documentation for requests for proposals and model contracts concluded during the implementation of the projects in accordance with the application for funding and public procurement law.
- Correct implementation of contracts concluded during the project, checking the validity of reported amendments to the contract, preparing annexes to contracts, supervising the correctness of public procurement procedures.
Value of the task: gross 180 810,00 PLN, including the amount: the net amount is: PLN 147,000.00. The amount of funding: PLN 117,600.00
Completion date from June 04, 2020 to December 15, 2023.
Construction supervision
Exercising comprehensive investor and conservator supervision over multidiscipline construction works carried out under the project entitled “Revitalization for tourism and cultural functions, degraded inaccessible parts of the Monument of History – Silver Mountain Fortress, along with the necessary technical infrastructure” co-financed by the European Union from the European Regional Development Fund under the Regional Operational Program for Lower Silesia for 2014-2020.
PART I:
Multi-discipline investor supervision with conservation and archaeological supervision for the main scope
Contractor: Przedsiębiorstwo Usług Inwestycyjnych “Inwest-Projekt” Sp. z o.o. ul. Ogrodowa 15a 58-306 Walbrzych
The Ordering Party entrusts, and the Contractor undertakes to execute, the task entitled: “Investor’s multi-discipline supervision together with conservation and preservation supervision”.
Multi-discipline investor supervision together with conservation and archaeological supervision for the main scope. It includes activities related to the comprehensive implementation of the investment, i.e. assistance in answering questions in the proceedings for the selection of the contractor, handing over the construction site, to participation in all the necessary activities, up to the fault-free final acceptance.
The scope of the project to which investor supervision applies includes:
- DONJON 1A: NORTH CURTAIN – adaptation of the interiors (levels -1, 0, 1) of the former dwelling chambers of the Fortress for accommodation, including a checkroom, general toilets, toilets in the rooms, reception area, rest room, technical rooms;
- DONJON 1A NORTHERN KINGDOM -protection of the degraded facades of the glass-walled pocket – with conservation of the masonry and preservation of the state of permanent ruin. Use of the obtained space for multipurpose rooms for manual and educational activities, cultural events, exhibitions and restaurant space;
- DONJON 1A DONJON TOWER – adaptation of the interiors (levels -1, 0, 1 for multifunctional rooms, kitchens including a dining room, office, technical rooms and a museum exhibition related to the tourist development of the Donjon in the late 19th and early 20th centuries;
- DONJON 1B – WEST CURTAIN – adaptation of interiors in place of former guardhouses and living quarters for accommodation;
- DONJON – DONJON – DONJON AND CORONA – landscaping, construction and restoration of pavement, construction of damp proofing and drainage, small architecture, installation of lighting and power supply.
In general, the work in the above-mentioned parts of the Fortress will also include: restoration of stone walls in the area of the outer parapet of the Donjon, together with the construction of damp-proof insulation over the rooms, restoration of the defensive ramparts and earth embankments on the crown of the Donjon, together with hardening and drainage of the pavement, construction of barriers around the towers of the Donjon,; in the interiors: deconstruction, restoration of walls and vaults, construction of insulation at floor level, restoration of historic chimneys, ventilation and drainage ducts, plaster conservation, restoration of wooden ceilings and staircases, restoration of floors, construction of exterior and interior window and door carpentry. Internal installation works: electrical installations (including installations of: teletechnical, fire-fighting, monitoring, alarm, telephone and computer network), photovoltaic installation and sanitary installations (water and sewage), elements related to heating including heat pumps, radiant heaters, supply tank, inst. of floor heating and heating and ventilation installations – for restored and adapted rooms.
Task value: PLN 95,866.20 gross, including the amount: the net amount is PLN 77,940.00 :. The amount of funding: PLN 62,352.00
Completion date from June 21, 2021 to October 31, 2023.
PART II
Multi-discipline investor supervision with archaeological supervision for the construction of power and water connections
Contractor: CREOPROJECT sp. z o.o. Plac Stanisława Staszica 4a, 50-221 Wrocław
The Contracting Authority entrusts, and the Contractor undertakes to perform the task entitled: Multi-discipline investor supervision together with archaeological supervision for the execution of energy and water connections. It includes activities related to the comprehensive implementation of the investment, i.e. assistance in answering questions in the proceedings for the selection of a contractor for the works, transferring the construction site, to participation in all the necessary activities, up to the fault-free final acceptance. The scope of the project to which the investor’s supervision applies includes: the construction of a power connection on a section of about 1400 m with the construction and placement of a trafostation in the City Bastion, the construction of a water supply connection on a section of about 1300 m with the construction and placement of a water pressure booster station.
Value of the task: gross PLN 11,070.00, including the amount: the net amount of PLN 9000.00 is:. The amount of funding: PLN 7200.00
Completion date from June 21, 2021 to September 30, 2023.
Description of tasks
Construction and maintenance works
Contractor : Zakład Robót Górniczych i Wysokościowych AMC Andrzej Ciszewski, Mników 389, 32-084 Morawica
The Ordering Party entrusts, and the Contractor accepts, the execution of orders consisting in the performance of multi-discipline construction works carried out within the project entitled “Revitalization for tourism and cultural functions of degraded inaccessible parts of the Monument of History – Srebrna Góra Fortress, together with the necessary technical infrastructure”.
The scope of multidiscipline construction and restoration works includes the execution of all necessary multidiscipline works up to the faultless final acceptance of the facility, including:
- DONJON 1A: NORTH CURTAIN – adaptation of the interiors (levels -1, 0, 1) of the Fortress’ former living quarters for accommodation, including a checkroom, general toilets, toilets in the rooms, reception area, rest room, technical rooms, social rooms, exhibition space;
- DONJON 1A NORTHERN POCKET – protection of the degraded facades of the pocket with a glass and reinforced concrete volume – with conservation and reinforcement of historic walls, with preservation of the state of permanent ruin. Adaptation of the resulting space into multipurpose rooms for manual and educational activities, cultural events, exhibitions and restaurant space;
- DONJON 1A DONJON TOWER – adaptation of interiors (levels -1, 0, 1 for multifunctional rooms, kitchens including dining room, office, technical rooms and museum exhibition related to tourist development of the Donjon at the turn of the 19th and 20th centuries;
- DONJON 1B – WEST CURTAIN – adaptation of interiors in place of former guardhouses and living quarters for accommodation , conservation of walls and restoration of floor in postern;
- DONJON – DONJON – DONJON AND CORONA over parts 1A and 1B – landscaping, construction and restoration of pavement, construction of damp proofing and drainage, small architecture, installation of lighting and reconstruction of power supply.
In general, the work in the above-mentioned parts of the Fortress will also include: repair of stone walls in the area of the outer parapet of the Donjon with the construction of damp-proof insulation over the rooms, restoration of the defensive ramparts and earth embankments on the crown of the Donjon with paving and drainage, construction of barriers around the towers of the Donjon,; in the interiors: deconstruction, restoration of walls and vaults, construction of insulation at floor level, restoration of historic chimneys, ventilation and drainage ducts, plaster conservation, restoration of wooden ceilings and staircases, restoration of floors, construction of exterior and interior woodwork and ironwork for windows and doors.
Installation works:
- Electrical installations (including installations of: teletechnical, fire-fighting, monitoring, alarm, telephone, public address and computer network), photovoltaic installation and sanitary installations (water and sewage), elements related to heating including heat pumps, radiant heaters, supply tank, inst. of floor heating and heating-ventilation installations for restored and adapted rooms.
The total area of the rooms to be adapted and preserved is about 2225 m2.
Value of the task: PLN 15,407,169.42 net , PLN 18,950,818.37 gross Grant amount: PLN 12,906,585.80.
Increasing the funding of the task due to valorization by an additional gross value: PLN 568,654.20,
net value: 462 320,49 zł

The Ordering Party entrusts and the Contractor accepts to perform: External installation works (construction of a water supply and power connection) carried out under the project entitled “Revitalization for tourism and cultural functions of degraded, inaccessible parts of the historical monument – Srebrna Góra Fortress, together with the necessary technical infrastructure”.
The scope of multi-discipline construction works includes the execution of all necessary works to supply the Fortress with electricity and water, along with the accompanying infrastructure, up to the faultless final acceptance of the facility, including:
- construction of a water supply connection of approximately 1,300 m along with the necessary technical infrastructure, including fire water tanks, pressure booster set, external electrical installation and landscaping (hereinafter “water supply connection“).
- Construction of an MV 20 kV cable connection for a section of approximately 1400 m with the construction of a transformer station in the City Bastion in order to supply electricity to buildings and construction equipment on plot 479 precinct Silver Mountain (hereinafter referred to as “power connection“).
Value of the task:
The gross price of execution of the subject of the contract is: PLN 4,489,500.00,

The Ordering Party entrusts, and the Contractor accepts the execution of orders consisting in delivery, assembly, launching of equipment for the project entitled “Revitalization for tourism and cultural functions, degraded and inaccessible parts of the Monument of History – Srebrna Góra Fortress, together with the necessary technical infrastructure”. The project is aimed at preserving cultural heritage, including local traditions and culture for future generations, as well as enabling the organization of cultural activities and workshops in the rooms and open space of the Donjon created and retrofitted as a result of the project. It is assumed to create, among other things, an exhibition space, where it will be possible to display a museum exhibition related to the tourist development of the Fortress and Silver Mountain at the turn of the 20th century.

Modular exhibition on the history of fortress tourism in Silver Mountain is to present the most important stages and themes from the history of tourist development and promotion of the Silver Mountain fortress. Its task is to complement the exhibition on the military past of the fortress, drawing attention to the marginal initial and, over time, leading tourist functions of the fortress. The value of the project will be to link local history with cultural phenomena and fashionable elements of so-called everyday life. PERMANENT EXHIBITION – HISTORY OF FORTRESS TOURISM IN SILVER MOUNTAIN. The exhibition modules will be placed in the adapted parts of the Donjon, i.e. the halls of the Lower Tower, the pocket, the courtyard, the upper potern and the crown. The exhibition is divided into the following topics:
1. The Silver Mountain fortress through the eyes of travelers (18th-19th centuries).

Purchase of kitchen equipment

The Ordering Party entrusts, and the Contractor accepts the execution of orders consisting in delivery, assembly, launching of equipment for the project entitled: “Revitalization for tourism and cultural functions of degraded and inaccessible parts of the Monument of History – Srebrna Góra Fortress, together with the necessary technical infrastructure”. The subject of the task is the purchase of equipment for the catering function serving tourists, guests and employees of the facility in the field of all-day catering. The kitchen, along with storage, production and social facilities, is a functionally separate set of rooms with an independent external entrance for supplies and employees. The assumed production is about 100 portions of meals (26 places x 4 times rotation), will be consumed in the dining room. Meal dispensing is carried out through a serving window from the kitchen to the bar, reception depending on the organization adopted – there may be self-service, waiter service or mixed service, i.e. soup is served to the tables in tureens, second courses on platters. When serving breakfast and dinner, a self-service system of the buffet type may be used.

The Ordering Party entrusts and the Contractor accepts orders for delivery, assembly, and commissioning of equipment for the project entitled “Revitalization for tourism and cultural functions of degraded and inaccessible parts of the Monument of History – Srebrna Góra Fortress, together with the necessary technical infrastructure”. Made furniture – on the size adapted to the existing rooms and equipment. The material from which the furniture will be made impregnated and with parameters that ensure durability, protection against mold, resistance to moisture, deformation due to the location in historical rooms with increased humidity. All tableware and equipment coming from one collection selected in agreement with the Employer, adapted to the interior, furniture – one color and style, climatically fitting into the historic space of the building.
